VS.NET start page

I was working with VS.NET 2003 Pro edition and I set the envronment to start with the Start Page so that I can see some hosting options available from inside the environment.
On the next start up, I got this screen! I couldnt see anything except the XP blue screen with the close/min/max buttons on top right corner. Anyone seen this before?
